Principal adviser to NSW, Tasmanian and Western Australian Governments in relation to all aspects of the implementation of the Commonwealth COVID- 19 National Partnerships Agreement, including in respect of interfaces and complex service and funding arrangements with all private hospital operators in each State.

Lead adviser to WA Government in relation to the Joondalup Health Campus, Midland Health Campus and Peel Health Campus PPPs, the Fiona Stanley Hospital project and the construction of the Perth Children’s Hospital.

Lead adviser to NSW Health Infrastructure, NSW Ministry of Health and NSW Treasury in relation to the proposed delivery of several waves of privately outsourced health facilities and clinical services over a number of years. This required the development of innovative project financed PPP-based procurement models permitting innovative construction solutions, off-balance sheet treatment in the delivery of the assets as well as provision of the full range of accommodation, clinical and clinical support services from each.

Advising NSW Health Infrastructure in relation to the development and operation of the $840m new-build Northern Beaches Hospital, including ongoing advice in respect of the full-outsourcing of services and complex shared facilities, long-term leasing and expansion arrangements.

Advising St John of God Health Care in relation to the Perth Orthopaedic Hospital joint venture, including related security and hospital service arrangements.

Advising NSW Ministry of Health on its bespoke service purchasing template framework agreement, to be used by all local health districts across NSW in relation to the procurement of clinical and clinical support services and personnel.

Advising Tasmanian Government in relation to co-located hospital service provision and long-term leasing arrangements for the Royal Hobart/Hobart Private Hospitals using a hybrid PPP model.

Advising WA Government in relation to its umbrella contract for the State-wide procurement of ambulance services.

Advising GenesisCare and (post its divestment from the GenesisCare group) Advara HeartCare on all aspects of various:

• public private partnerships with local and State health bodies in WA, Qld and Victoria, including shared care and overflow arrangements;
• arrangements with private hospital operators, including services arrangements and JVs; and
• greenfield and brownfield developments for new facilities in NSW, WA, SA and Victoria.

Advising a private sector logistics company in relation to an unsolicited proposal to WA government for the construction of end-to-end rail and port facilities and long-term concession and common user arrangements.

Advising a private sector consortium in relation to the green-field expansion and operation of the Broome Port, including advising on long-term concession arrangements with government counterparty and third-party access arrangements.

Advising DP World in relation to construction, tenure, operational and logistical matters at its Fremantle Port and Port of Botany terminals.

Advising Fremantle Ports in relation to bespoke construction, interface and leasing arrangements with Murrin Murrin Operations Pty Ltd.

Advising DP World in relation to its rail haulage contract, including advising in respect of procurement strategy and tender evaluation.

Advising the Town of Port Hedland in relation to the disposal (by long term lease) of the Port Hedland International Airport, including advising in respect of associated procurement, regulatory, development and operational aspects of the transaction.

Advising Palisade Partners in relation to their acquisition of the Coffs Harbour Airport.

Advising private sector and government renewable energy developers in relation to land tenure and construction arrangements for a large number of wind- and solar-farm projects across Australia.

Advising an institutional investor in relation to a large-scale solar project in WA, involving a co located data centre partner, and associated site and easement corridor sharing arrangements.

Advising Rio Tinto in relation to all aspects of the ‘SIP’; a consolidation of over 30 existing facilities management agreements into a single contract, using an adapted PPP risk allocation model. This ground- breaking and globally significant project covers an enormous geographic area as well as consolidating a large number of service streams under the one umbrella.

Advising an oil and gas corporation in relation to construction and site tenure aspects of a green-field power station in the Pilbara to power several mine sites, including negotiating with Government counterparties and advising in respect of linear infrastructure tenure arrangements across a patchwork of underlying land interests.

Advising the WA Department of Planning, Lands and Heritage, Treasury and the State Solicitor’s Office in relation to all aspects of its DBFM procurement of the New Perth Convention Centre Project and associated developments.

Advising the Western Australian State Government in relation to construction, outsourced service, land tenure and transport arrangements relating to the new Perth Stadium PPP Project.

Advising a JV between the Fremantle Port Authority and the City of Fremantle in relation to an innovative dredge program and corresponding beach rejuvenation works at Port Beach.

Advising NSW Corrective Services on a material extension and variation to the outsourcing of management services at Junee Correctional Centre, following the Centre’s expansion.

Advising WA Department of Communities and Treasury on all aspects of the Highgate Build-To-Rent PPP project, the flagship pilot project in the WA Government’s social and affordable housing programme, including by way of a bespoke ECI-like ‘Preliminary Activities’ approach.

Advising in relation to structuring, procurement, land tenure, contract preparation and negotiation aspects in relation to its PPP-style student accommodation project.

Advising NSW Treasury and the NSW Department of Family and Community Services on the procurement and successful completion of the five transactions that comprised the first stage of the $1.1 billion Social and Affordable Housing Fund.

Advising the WA Water Corporation in relation to the construction and operation of the Kwinana and Binningup Desalination Plant under an alliance agreement.

Advising the WA Water Corporation in relation to various land resumption and linear infrastructure construction and tenure issues related to its water distribution network.

Advising the Public Utilities Board of Sinagpore in relation to Tuas Deasalination plant and a number of its NEWater plants.

Advising a Local Government Authority in relation to water supply pass-through arrangements relating to its head supply contract with the WA Water Corporation.

Advising the Mindarie Regional Council (an amalgamation of 7 local councils) in relation to the outsourced development and operation of the Mindarie Resource Recovery Facility, the first WA local government procured PPP project.

Advising the Mindarie Regional Council in relation to all aspects of the waste-to-energy tender for the Tamala Park landfill site.

Advising in relation to the sponsorship, procurement and related aspects of the Kwinana Waste to Energy Facility on behalf of the Rivers Regional Council.

Advising the Town of Port Hedland and preparing all contract material in relation to their pilot kerbside waste collection procurement project.
